VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENT RE: HUMAN FACTORS ENGINEERING RESOLUTION VERIFICATION PROCESS REVISION (LAR-17-030) (EPID L-2017-LLA-0099)
Dear Mr. Whitley:
In response to your application dated September 29, 2017, and supplemented by letter dated January 31, 2018. The U.S. Nuclear Regulatory Commission has granted the enclosed Amendment Nos. 116 and 115 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The amendment authorizes the licensee to depart from the Updated Final Safety Analysis Report (UFSAR) Tier 2* information regarding resolution of human engineering deficiencies (HEDs) contained in Westinghouse Electric Companys report APP-OCS-GEH-320, AP1000 Human Factors Engineering Integrated Systems Validation Plan, which is incorporated by reference into the VEGP Units 3 and 4 UFSAR.
The proposed changes would revise the licensing basis as reflected in the COLs regarding the process for addressing and re-testing of HEDs identified during the integrated system validation as described in the Tier 2* document. APP-OCS-GEH-320 references APP-OCS-GEH-420, Human Factors Engineering Discrepancy Resolution Process, that defines the process for tracking, resolution, and closure of HEDs. The proposed changes to APP-OCS-GEH-320 do not impact APP-OCS-GEH-420. (It is noted that APP-OCS-GEH-320 and APP-OCS-GEH-420 contain proprietary information and are withheld from public disclosure, as well as quotes and related information on those reports as discussed in the safety evaluation.)
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendment, is also enclosed. The notice of issuance of the amendment included in this letter will be published in the Federal Register.
