PALISADES PLANT -
EXCESS RADIATION EXPOSURE - PERSONNEL We have determined that there was an overexposure to radiation -0f an individual at the Palisades Plant.
During the third quarter of 1979, an 18-year old* employee of Trans*Easte.rn Inspection, Inc was exposed to 1.706 Rem.
This exposure was in excess of the limits of 10 CFR 20.101, which specifies that an 18_-year ol,d individual may not be exposed to more tha11 1.250 Rem per calendar quarter.
The determination that this overexposure occurred was made on September 27, 1979.
The cause for the overexposure was that the individual was assigned a quarterly limit of 2.500 Rem (appropriate for an.individual greater than 18 years of.age) instead of the quarterly limit. of 1.100 Rem applicable to 18-year old workers.
This incorrect exposure assignment was made by a supervisor who overlooked the 1.100 Rem limit specified in the Plant Procedures~.
To preve'nt recurrence, both the Federal and Plant Administrative Exposure Limits have been reviewed with the Plant Health Physics Supervisors.
Records of other individuals on site have been reviewed to verify proper exposure limit assignment.
The use of 18-year old individuals as radiation workers is*
being restricted (quarterly and annual administrative limits have been reduc~d to 0.125 Rem and 0.500 Rem, respectively) pending development of a corporate
- policy regarding this use of 18-year old individuals as radiation workers.
