NOTICE OF HEARING (July 23, 1979)
On January 29, 1979, the Nuclear Regulatory Commission pub-lished in the Federal Register, 44 Fed. Reg. 5732, a notice that the Commission had received a request from the Consumers Power Company (Licensee) for an amendment to Provisional Operating License No. DPR-20 to permit the removal ~nd replacement of the steam generators. at the Palisades Plant (the facility), located in Covert Township, Van Buren County, Michigan, and. the return of the facility to operation using the new steam generators.
The notice provided that by.February 28, 1979, any person whose interest may be affected by the proceeding could file a petition for leave to intervene in accordance with the Commission's Rules of Practice, 10 CFR Part 2, particularly 10 CFR Section 2.714.
A timely petition for leave to intervene and request for a hearing in the proceeding was filed by the Great Lakes.Energy Alliance (GLEA).
An Atomic Safety and Licensing Board was estab-lished to rule upon such petition and to preside over the pro-ceeding in the event that.a hearing were ordered.

a special prehearing conference pursuant to 10 CFR Section 2.75la, the Atomic Safety and Licensing Board issued an order on July 23, 1979, granting the petition and admitting GLEA as a party to the proceeding.
Please take notice that a hearing will be conducted in this proceeding.
The Atomic Safety and Licensing Board which has been designated to preside over this proceeding consists of Dr. George C.
Anderson, Dr. M. Stanley*Livingston, and.Charles Bechhoefer, who will. serve_ as Chairman of the Board.
During the course of the proceeding, the Board will hold one or more prehearing conferences* pursuant to 10 CFR Section 2.752.
The public is invited to attend ariy prehearing conferences,.
as well as the evidentiary hearing:
During some or all.of these sessions, and in accordance with 10 CFR Section 2.715(a), any person, not a party to the proceeding, will be permitted to make a limited appearance statement, either orally or in writing, stating his position on the issues.
The number of persons making oral statements and the time allowed for each oral statement may be limited depending upon the total time available at various sessions.
Persons desiring to make a limited appearance are requested to inform the Secretary of the Commission, U. S.
Nuclear Regulatory Commission, Washington, DC 20555, Attention:
Docketing and Service Section. Written statements supplementing or in lieu of oral statements may be of any length and will be
, accepted at any session of the proceeding or may be mailed to the Secretary of the CoimD.ission.
For further details, see.the Licensee~s letter dated January 3, 1979 and the. enclosed Steam Generator Repair Report, other material submitted by the Licensee in support of this action, and papers filed concerning the petition for leave to intervene, including the Special Prehearing Conference Order 1

W., Washington, DC, and at the Kalamazoo Public Library,. 315 South Rose Street, Kalamazoo, Michigan *49006. As they become available, the following documents may be inspected at the above locations:
(1) the Safety Evaluation
- Report prepared by the. Commission's Office of Nuclear Reactor Regu-lation; and (2) any environmental review documents which may be required by the Conmiission' s regulations in 10 CFR Part 51.
