PALISADES PLANT - BALLOT *TYPE REVIEWS/CORE ALTERATION TECHNICAL SPECIFICATIONS Reference ( 1) : Letter from DLZiemann to DABixel dated July 12, 1979.

Reference (1) requested that.Consumers Power Company change it9 method of Plant Review Committee (PRC) and Safety and Audit Review Board (S.ARB) review from a ballot type review to a form.ally *convened. quoru.:in review. We*. are in the process of surveying other utilities on how best to deal with the tremendous amount of material now being reviewed by ballot. We intend to respond more fully on this topic in about ~ month.

Reference (1) also requested that we submit Technical Specifications specifying

  • that all core alterations be directly supervised by either a licensed Senior Reactor Operator or*a Senior Reactor Operator Limited to Fuel Handling who has no other concurrent respons*ibilities .. Our response is provided below:

In a letter dated October 21, 1974, the NRC.requested Consumers Power Company submit proposed changes to the Administrative Controls Section of the Palisades Technical Specifications. Our response dated. January 15, 1975 addressed supervision of core alterations ... The NRC subsequently issued Amendfilent No 16to our operating license, dated November 12,* 1975, which c!1anged our proposed wording to that which is presently in the Palisades Technical Specifications.

Consumers Power Company understands your concern that the licensed Reactor Operator examination does not apEropriatefy emphasize core alterations. However, as discussed in our January 15, 1975 submittal, we conclude that the present method of *general supervision by a Senior Reactor Operator along with detailed procedures provides assurance that the. required degree Of direct control Of core alterations is maintained throughout the operation.
