- Area Code 517 788-0550 July 26, i979 Mr James G Keppler Office of Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, _IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - IE BULLETIN 79-03 As stated in our May 30, 1979 response to IE Bulletin 79-03, the only possible use of welded SA-312, Type 304 stainless steel piping was in the radioactive waste discharge system which is a nonsafety-related system.
Exhaustive searches*of the Consumers Power and Bechtel file systems has failed to disclose the existence of the mill certs needed to determine whether any of the Palisades HCC piping is based on materials supplied by Youngstown Welding and Engineering.
The HCC piping spools were fabricated for Bechtel by Southwest Fabricating and Welding Company utilizing at least in-part piping supplied by Trent Tube and Swepco Tube.
Further searching by Southwest Fabricating appears to be quite costly with no guarantees of adequate documentation.
The additional time and expense required did not seem to be supported by any potential safety considerations relative to the piping in question:
HCC piping consists of small diameter, low-pressure (ru 150 psi), Class 3 radwaste lines.
Approximately 80 percent of these lines are contained within the radwaste building serv-iced by sump pumps capable of adequately containing any anticipated leakage of low-

pressure piping.
Significant, undetected leakage from this portion of the system is not anticipated.
The remaining 20 percent of the system consists primarily o-f" outdoor undergr.ound lines.
All of the radwaste system is monitored by Sec-tion XI required testing which results in a system leakage check every three and one-third years and a system hydrostatic test every ten years.
This is our final report concerning IE Bulletin 79-03.
Since no safety-related systems are involved, the remaining items in Bulletin 79-03 are not applicable.
