S0nator Levin has requested that we respond to your letter of May 1;.:, 1979 to him regardi1ig _a public hearing on the Palisades nuclear power -plant which you believe was not adequately publicized.
On January 9, 1979, Consumers Power C_ompany riled a proposal with the Nuclear Regulatory Commission (NRC} to replace the. steam generators now in use at its Palisades plant. On January 19, 1979~ the Commission issued a Notice of Propos_ed Amendment to Provisional Operating. License for Palisades which was oublished i'.n the Federal Register. -The Notice provided* an oppor-tunity for' the* interested general public to request a hearing_ and. to intervene.
Great Lakes Energy Al 1 iance (GLEA), representing a number of environmental organizations~* filed a request for a hearing and a petition to intervene on February 27, 19?9 *. A public preheariB_g_ conference was held ~1ay 9, 1979, in.
Sci.int Joseph, Michigan, to consider whether to grant the request for: a hearrng by GLEA.
GLEA appeared there and present~d its views *. The Licensing Board has not made a decision as of this date as to whether to hold a full adjudicatory hearing.
In addition to NRC 1s publication of the Notice of Hearing in the Federal* Register, WZZM"'!TV, which broadcasts into Grand Haven, carried a news clip on J-\\pril 26, 1979 announcing the hearing as did VJEMU radio from Ipsilanti on May 2~ 1979., There was an AP news clip in most Michigan newspapers announcing_ the hearing on May 2, 1979.
An article announcing the hearing also appeared on-the front page
.of the Jackson Citizen Patriot on May 3, 1979 and earlier on April 20, 1979 and April 28~ 1979 the Benton Harbor Herald-Palladium carried news articles announcing the hearing.
The Kalamazoo Gazette also carried an article on May 1, 1979.
We do feel that there was considerable local publicity v1ell in advance of the hearing held on May 9, 1979 in Saint Joseph.
