-- LUJ r Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - PIPING SUPPORT MODIFICATIONS A meeting concerning Palisades Plant pipe supports was held at the NRC offices in Bethesda, Maryland on May 7, 1979.

At that meeting, Consumers Power Company committed to providing a written notification of the Plant Review Committee (PRC) and Safety and Audit Review Board (SARB) reviews of the pipe support modifications prior to plant st~rtup. These reviews considered thirty-nine (39) Palisades Plant piping systems which were analyzed by EDS Nuclear, Inc (EDS).

Sixteen (16) of the thirty-nine (39) systems were either: affected by the EDS computer program error or lacked proper documentation.

These six-teen (16) systems were dispositioned in the following manner:

Six ( 6) were modified and now meet at least 1973 ANSI-Piping Code B31.l.

These include feedwater inside containment, feed-water outside containment, main steam inside containment, shut-down cooling inside containment, safety injection tank 82B to primary loop lB, safety injection tank. 82D to primary loop 2B.

All modifications will be completed by May 17, 1979.

Ten (10) were reanalyzed by Bechtel or EDS between 1973 and the present.

They all meet at least the 1973 ANSI-Piping Code B31. l without modification.

Of the sixteen (16) systems all meet the B31.l (1973) code allowable stress limits but three (3) of these systems (feedwater inside containment, feedwater outside containment, safety injection tank 82A to primary loop lA) do not meet the Palisades Plant FSAR (Appendix A) stress limits.

The Palisades PRC has reviewed the facility changes and has determined that no unreviewed safety questions exist. Additionally, PRC has reviewed the seismic capability of piping supports in light of the EDS program error and has con-cluded that operation of the plant is acceptable based on all systems meeting B31.l ( 1973 Code) stress limits.

The SARB hc:.s concluded that o*oeration until the next refueling outage is acceptable based en all.systeTis meeting B31.l (1913 Code) stress limits.

2 In considering the use of the B31.l (1973 Code), it was determined that:

(1) the reanalysis perfonned on the sixteen (16) systems is a 1973 vintage analysis which is commensurate with the B31. l ( 1973 Code) ;

the change in methods (ie, stress intensification factors, etc) between the 1967 and 1973 versions of B31. l are based on additional data and analysis which has justified less.

conservative conditions; (3) although the specific FSAR conditions are not

-met, the magnitude of the differences between calculated and allowable stress levels is small; (4) all systems reanalyzed have utilized the B3l.l (1973 Code) throughout the analyses (ie, nozzle to nozzle, class to class) and not interchanged code versions; and, (5) the B31.l (1973 Code) is an accepted industry code.

Consu1Jiers Power Company agrees to make the modifications necessary to bring the piping systems to FSAR stress limits by the end of the next refueling outage.

After compietion of the modifications, Consumers Power intends to begin heatup and testing in preparation for power operation on May 18, 1979.
