Attachment I COMMENTS ON NRC DRAFT EVALUATIONS OF NINE SEP TOPICS TRANSMITTED ON JANUARY 9, 1979
- 1.
Top_ic VIII-3.A Station Battery Test Requirements Comment The latest version of the proposed Standard Technical Specifications for the Palisades Plant dated August 25, 1978 specifies a battery service test duration of 30 minutes.

Page 3 Line 10, change Closed Cooling Water (CCW) to Component Cooling Water ( CCW).
Paragraph 2, replace the first sentence with the following two sentences:
Technical Specifications 3.1.6 and 4.2 require sampling of the primary coolant for chloride ions during power operation at a frequency of 3 times/7 days with a maximum of 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
between samples.
Sampling for fluoride ions is performed-once/30 days and following modifications or repair to the primary system involving welding.

Page 19 Paragraph 2, after Line 7, add the following sentence:
The Safety Injection Signal is blocked at 1690 psig.
This change is requested for clarification as it more closely follows the procedural steps of Procedure A.5.9.
Paragraph 1, delete Sentence 4.
With "a" above changed, this sentence is redunda,nt and not required.
Paragraph 1, last sentence, change to read as follows-:
The system design assures that a single failure cannot prevent more than one rod from being tripped.

Page 39 Paragraph 2, Line 4, it appears that the words between "mode" and "inoperable" should be deleted.
At the end of the first sentence in Line 1, add the following:
"with the exception of the screenhouse."
Paragraph 1, Line 5, delete (Lake Michigan) and substitute (Cooling Towers).
Revise Line 9 to read "path for less than 0.2% of full power steam flow from the steam."
Paragraph 1, Line 11, change last word "vent" to "top blowdown."
2 Revise Line 13 to read, "for these paths is less than 0.2%
each.
The" Change is needed based on auxiliary feedwater turbine data sheet and normal blowdown capacity.
Last two lines; these lines should be deleted as it has not been determined that all of the list is not "safety grade."
The existing following sentence, which says that these systems will be evaluated later in SEP, adequately covers this write-up.
Table 3.1 General Table 3.1 contains a listing of systems/components which should be safety grade and are required to bring the plant from normal operating to cold shutdown conditions with or without off-site electrical power.
Vendor data is presently being reviewed to determine seismic design and codes for those entries denoted by a question mark.
The listing is deficient in that it does not address sensors and actuation devices necessary to bring the plant to safe shutdown as required by Sections C.l.k or C.l.q of Regulatory Guide 1.29.
Further, the listing does not completely address equipment required by Footnote 1 or Section C.l.h of Regulatory Guide 1.29.
Atmospheric dump valves - air supply system.
This system should not be designated as any quality class since it is not a water, steam, or radioactive waste containing component of a nuclear power plant.

Under "plant design," this system is stated to be seismic Class 1 per Page 10~6 of the FSAR.
This is incorrect.
Vendor data is being reviewed to determine the seismic design of the system.
Page A-3 of the FSAR states that the plant instrument air and associated piping is seismic Class 2.
Piping and valves supplying auxiliary FW from pumps to FW System line connection.
Per Appendix A of the FSAR, this piping is seismic Class
- 1.
Vendor data is being reviewed to ascertain the seismic adequacy of the valves.
Main feed piping from steam generators to isolation check valves.
Appendix A of the FSAR indicates that the main feedwater piping inside containment is seismic Class 1.
The piping from the containment to the isolation check valve is being reviewed to determine its seismic rating.
Component/Subsystems #3, 4, 5 Since adequate boron can be obtained from the SIRW tank and letdown is not required, these components/subsystems are not required for safe shutdown.
Ion Exchangers T51A, T51B, T51C Purification Filters F54A, F54B Boric Acid Batching Tank T77 These components are not required for safe shutdown.
Chemical Addition Tank T56 Piping upstream of T-56 to Valve CV-2165, located in discharge to Blender M-51.
Volume Control Tank T-54 These components are not required for safe shutdown.
