It must be emphasized that, as in our June 19, 1978 letter, the NRC staff positions are acceptable and will be implemented.
Our Fire Plans for the Big Rock Point and Palisades Plants (References 3 and 4) we* submitted for review in 1978, Plant Fire Protection Implementing Procedures, are being developed and implemented and specific quality assurance requirements relating to fire protectio~ will be addressed in the Consumers Power Company Quality Assurance Program Procedures.
Implementation of all fire protection administrative controls, as provided in the staff guidance (all references), will be accomplished by the end of 1979 *. This schedule will include revision to the Fire Plans, preparation and implementation of the Implementing Procedures, training of appropriate.
