The delay in responding to your December 4, 1978 and January 17, 1979 letters resulted from our attempt to review the docket relative to this issue.
The original request on this subject dates to June 3, 1977 when the N'RC issued letters to licensees identifying a potential generic issue relative to under-or overvoltage protection of emergency power systems.
Our responses of July 28, 1978 and October 2, 1978 identified the plant modi-fications that would be made to preclude potential problems resulting from an undervoltage condition.
The proposed modifications were reviewed per the requirements of 10 CFR 50.59 and do not constitute an unreviewed safety question and, therefore, NRC approval is not required.
Technical Speci=ications which will be imposed by the*NRC to incorporate surveillance requireme::its relatiYe to the modification cannot be instituted until the modifications are complete.
In any event, the necessary Technical Specifications will be in-cluded in the plant's conversion to Standard Technical Specifications.
Separate from the above justifications for exclusion of this issue from the requirements of 10 CFR 170.22 is the observation that there is no indication that fees were assessed to other licensees relative to this same subject.
