Marine Turtle Removal Monthly Summary January 2018

Attached, please find the monthly summary of marine turtle removals for January 2018. This month we captured 41 Caretta caretta, 142 Chelonia mydas, and nine Lepidochelys kempii in the intake canal of the St. Lucie power plant on Hutchinson Island. The capture of nine Kemps ridleys resulted in the power plant exceeding the take limit established by the most recent Biological Opinion as set forth by the National Marine Fisheries Service (NMFS). Five sea turtles were sent for rehabilitation and there were five mortalities (4 causal, 1 non-causal) during the month of January. As with all sea turtle strandings at the Saint Lucie Plant (alive or dead), the Florida Fish and Wildlife Conservation Commission (FWC) was consulted and strandings forms were filed with the state through the Sea Turtle Stranding and Salvage Network.
The incidental take limit established by the 2016 Biological Opinion set forth by NMFS is eight non-lethal captures (take) of Kemps ridley sea turtles per calendar year. This month alone, we captured nine Kemps ridleys. Even though all of the turtles were in good condition and released, FPL has nevertheless exceeded its take limit and must reinitiate a section 7 consultation with the NMFS.
Three loggerhead and two green turtles were sent to rehabilitation facilities for non-causal injuries this month. Two lethargic and underweight subadult loggerheads were proactively removed from the intake canal. Both were transported to Loggerhead Marinelife Center (LMC) in Juno Beach for rehabilitation. A juvenile loggerhead was removed from the 5-inch barrier net that had a large healing injury to its carapace and a fishing hook imbedded in its throat.
Inwater Research Group (IRG) biologists took the turtle to LMC where it remained overnight. The next day, it was transferred to the Gumbo Limbo Nature Center (GLNC) in Boca Raton. A lethargic juvenile green turtle was dip-netted after entrainment into the canal. After consultation with FWC, an LMC volunteer picked up and transported the turtle to their facility for rehab. A juvenile green was dip-netted with an old crack in its anterior carapace. A GLNC volunteer transported the turtle to their facility in Boca Raton for rehab. All five turtles that were sent to rehab were considered non-causal.
There was one non-causal mortality this month. A severely decomposed juvenile green turtle was found on the 5-inch barrier net by Underwater Engineering Services (UESI) divers. Most of the flippers were missing and the scutes were sloughing off; the turtle was too decomposed for necropsy. The turtle was buried after consultation with FWC. Although the cause of death could not be ascertained, the animal was regarded to have been entrained postmortem and was thereby considered non-causal.
There were four causal mortalities this month. All were juvenile green turtles recovered by UESI divers below the waters surface on the 8-inch A-1-A net. Only one was fresh dead and could be necropsied; the necropsy findings were consistent with a causal drowning. The other turtles were in advanced states of decomposition. The consensus is that
2 turtles are most likely alive at the time when they that pass through the 5-inch barrier net; therefore, these decomposed turtles were deemed causal.
UESI continued to inspect the A-1-A barrier net weekly until mid-month, at which point they began working around the clock to prepare for the installation of the new 5-inch barrier net (expected completion in February). The 8-inch A-1-A net was frequently inspected and the 5-inch overlay that had been attached to the A-1-A barrier net in October of last year was removed. Furthermore, IRG also began 24-hour surveillance of the intake canal and redoubled efforts to proactively remove turtles. Two john boats were used to dip net turtles at the barrier net both day and night. Of the 192 turtles captured this month, 133 were proactively removed. In addition, IRG continued to inspect the entire length of the intake canal (up to the security barrier) at least twice daily for turtles that may have made it past the primary or secondary barrier nets. The area between the 5-inch and 8-inch barrier nets was also monitored periodically with a small john boat.
The primary 5-inch barrier net encountered negligible amounts of algae and jellyfish during the month. Four turtles were recovered between the first two barrier nets this month (the four turtles that were removed from the 8-inch A-1-A barrier net by UESI divers). No turtles were observed west of the secondary 8-inch barrier net or intake wells in January.
The tag numbers and morphometric data for all turtles captured during the month have been included with this report (see attachments/addendums). Also included is a spreadsheet for all captures, mortalities, injuries, and causal events delineated by species and by month for 2018. In addition, this spreadsheet tracks fresh scrapes incurred on captured turtles for the current month, as well as the entire year. An additional Excel spreadsheet tracks all causal injuries and mortalities incurred by sea turtles at the St. Lucie Plant since 2005.

The turtle was 5 feet down with its head resting between the mesh. Saltwater drained from the nares when recovered.
Turtle presumably drowned. Cold front (water temperature was 67.1 degrees F). Held on ice for necropsy by Dr. Nancy Mettee, DVM. Necropsy findings were consistent with a causal drowning.
