5/11/79 PART 2.799(8) RiPvWiATIGN INSPECTION 50-220/78-22 During the inspection,'conducted on December 18-22, 1978, the following apparent item of noncompliance was identified:

"10 CFR 73. 55 (g) (1) states, in part,. (1) Allalarms, com-munication equipment, physical barriers, and other security-related devices or equipment shall be maintained in operable condition.

Contrary to the above"on December 19-20, 1978,. at approxi-mately 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br />, it was foundthat the Portal Metal Detector was not maintained in an operable condition in. that it: failed to detect the. test source five out of fifteen

. tests in one of the four licensee prescribed test positions.

In addition, on December 20, 1978, at approximately 1440 hours0.0167 days <br />0.4 hours <br />0.00238 weeks <br />5.4792e-4 months <br />, it was found that the Walk Through Explosive Detector was not maintained in an operable condition in that it failed to detect the test source in the manner prescribed by the manufacturer.'s specifications. "

~Res ense Metal Detector:

Corrective Action taken:

Security Procedure 12-3 was revised on May 8, 1979 to require an operational test of the metal detector at the beginning of each security shift.

Performance tests willbe conducted quarterly.

Full compliance with this procedure has been achieved.

Explosive Detector:

a)

Corrective Action taken: 'ecurity Procedure 12-6 was revised on May 8, 1979 to require an operational test of the explosives detector every six hours.

Full compliance with this procedure has been achieved.

Corrective Action to be taken:

The explosives detector will be operationally tested with a concealed stick of dynamite at least once every seven days in accordance with the manufacturer's specifications.

This willbe accomplished when an explosives license is obtained from the New York State Department of Labor and an explosives magazine is installed at. Nine Mile Point.

Full compliance. willbe achieved by August 15, 1979.
