The Nuclear Regulatory ComIIission (the Commission or the NRCl has found that:

A.

The application for the amendment filed by the Pennsylvania Power II Light Companv (PPKL), dated October 17, 3086, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act>,

and the Comnission's regulations set forth in 10 CFR Chapter I; R.

The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the'ommission; C.

There is reasonable assurance:

(i> that the activities authorized by this amendment caII be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the Facility Operating License ho.

NPF-14 is hereby amended by reformatting paragraph 2.D. to read as follows:

2.D. The Pennsylvania Power and Light Company shall fully implement and main-tain in effect all provisions of the physical security, guard training and qualification, and safeguards contingency plans previously approved by the Commission and all amendments and revisions to such plans made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(pl.

The

plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

"Susquehanna Steam Electric Station Physical Security Plan," with revisions submitted through October 17, 1986; "Susquehanna Steam Electric Station Security Training and Oualification Plan," with revisions submitted through

)une 10, 1985; and "Susouehanna Steam Electric Station Safeguards Contingency Plan,"

as contained in Chaoter i1 of the above referenced security plan.

There is reasonable assurance:

(i that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.
