Dear Mr. Schwencer:

The purpose of this letter is to propose a

common change to the Susquehanna Steam Electric Station Unit 1 and Unit 2 Technical Specification, Section 6.5.

The changes are attached to this letter in marked-up form.

Currently the Technical Specifications for SSES Unit 2 and as proposed to be modified for SSES Unit 1 (ref. proposed Amendment 42 to License No. NPF-14, appropriate'age attached) restrict the composition of the Susquehanna Review Committee (SRC) to nine individuals.

This "single-integer" restriction causes two problems:

1.

When additional expertise is required, either a current voting member must be "replaced" temporarily or the more expert individual must be relegated to a non-voting status.

2.

When a vacancy is created on the current SRC roster, a

replacement must immediately be found.

The purpose of this proposal is to provide additional flexibility, thereby relieving the above problems.

A quorum will consist of a majority of the membership most recently established on the roster of SRC members approved by the Senior Vice President-Nuclear.

Each new member chosen will still have to meet the qualification requirements stated in Technical Specification 6.5.2.2.

(1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction'n a margin of safety.

This assessment is based on the discussion above which indicates that this change is purely administrative in nature.

It therefore is an example of a change not likely to involve significant hazards considerations per 48FR14870, paragraph (i).
