RECOMMENDATIONS FOR ENHANCING THE NUCLEAR REGULATORY COMMISSION COLD OPERATOR LICENSING PROCESS, PART A The purpose of this memorandum is to provide the staffs recommendations for Part A of the Cold Licensing Process Charter regarding near-term enhancements for the cold operator licensing process.
The Cold Licensing Charter Agencywide Document Access and Management System (ADAMS Accession No. ML17010A081) was initiated following lessons learned from the AP1000 operator licensing efforts. Enclosure 1 includes recommendations consistent with the directions provided in Part A of this charter, and represents a combined effort by the Office of Nuclear Reactor Regulation program office, the Office of New Reactors program office, and the Region II operations branch.
The team continues to address the remaining programmatic issues detailed in Part B of the charter for the long term, generic changes needed to improve the cold licensing process. The team expects to issue recommendations for Part B of the charter by May 25, 2018.
