NOTICE OF VIOLATION Tennessee Valley Authority Browns Ferry Units 1, 2, and 3 Docket Nos. 50-259, 50-260, 50-296 License Nos. DPR-33, DPR-52, DPR-68 During an NRC inspection conducted on October 4 - November 14, 1998, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Action," NUREG-1600, the violation is listed below:

Technical Specification 5.4.1.a requires that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Paragraph 8 of Appendix A of Regulatory Guide 1.33 recommends procedures for performing Standby Gas Treatment System tests.

Surveillance Instruction (SI) O-SI-4.2.A-12, Standby Gas Treatment Blower and Heater Logic Functional Test, Revision 21, provides procedural guidance for performing functional testing of the Standby Gas Treatment System flow switch channels.

Contrary to the above, as of November 4, 1998, written procedures were not adequately maintained in that Sl O-SI-4.2A-12 did not provide adequate instructions for testing relative humidity heater flow switch relay contacts for the A, B, and C subsystems of the Standby Gas Treatment System.

This condition had existed for at least the past ten years.

This is a Severity Level IVviolation (Supplement I).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in the attached Inspection Report 50-259,260,296/98-08.

However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position.

In that case, or if you choose to respond, clearly mark your response as a "Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector at the facilitythat is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).

If you contest this enforcement action, you should also provide a copy of your response, with the basis for your denial, to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

Ifyou choose to respond, your response willbe placed in the NRC Public Document Room (PDR). Therefore, to the extent possible, the response should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
