SUBJECT:

NRC INTEGRATED INSPECTION REPORT 50-259/98-07, 50-260/98-07,

50-296/98-07 AND NOTICE OF VIOLATION

Dear Mr. Scalice:

This refers to the inspection conducted on October 4 - November 14, 1998, at the Browns Ferry

facility. The enclosed report presents the results of this inspection.

During the inspection period, your conduct of activities at the Browns Ferry facilitywas generally

characterized by safety-conscious operations, good scheduling and performance of

maintenance activities, sound engineering practices, effective security, and good radiological

controls.

Based on the results of the inspection, the NRC has determined that two violations of NRC

requirements occurred.

The violations are cited in the enclosed Notice of Violation (Notice) and

the circumstances

surroun'ding them are described in detail in the enclosed inspection report.

The NRC has concluded that information regarding the reason for the violations, the corrective

actions taken and planned to correct the violation and prevent recurrence are already

adequately addressed

on the docket in the enclosed Inspection Report. Therefore, you are not

required to respond to this letter unless the description does not accurately reflect your

corrective actions or your position.

In that case, or if you choose to provide additional

infor'mation, you should followthe instructions specified in the enclosed Notice.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Document Room.
