NRC INTEGRATED INSPECTION REPORT 50-259/98-06, 50-260/98-06,
50-296/98-06, NOTICE OF VIOLATIONAND NRC OFFICE OF
INVESTIGATIONSREPORT 2-1 998-007 SYNOPSIS
Dear Mr. Scalice:
On October 3, 1998, the NRC completed an inspection at your Browns Ferry facility. The
enclosed report presents the results of that inspection.
Additionally, enclosed is NRC Office of
Investigations synopsis 2-1998-007 on a mispositioned control rod event.
During the six-week period covered by this inspection period, your conduct of activities at the
Browns Ferry facilitywas generally characterized by safety conscious operations, effective
maintenance and engineering troubleshooting, and good plant support.
Based on the results of the inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violatiori (Notice) and
the circumstances sunounding it are described in detail in the subject inspection report.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent Jecurrence are already
adequately addressed
on the docket in the enclosed Inspection Report. Therefore, you are not
required to respond to this letter unless the description does not accurately reflect your
corrective actions or your position.
In that case, or if you choose to provide additional
information, you should followthe instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosures willbe placed in the NRC Public Document Room.
