BROWNS FERRY NUCLEAR PLANT, UNIT 1 REQUEST FOR WITHDRAWAL OF AMENDMENTREQUEST (TAC NO. M92503)

By letter dated June 2, 1995, as revised March 6, 1997, and as supplemented by letters dated April 11, May 13, and August 20, 1997, and March 13, 1998, the Tennessee Valley Authority (TVA) submitted a request for amendments to Operating Licenses DPR-33, DPR-52, and DPR-68 for the Browns Ferry Nuclear Plant Units 1, 2, and 3 respectively.

The amendments would revise the Appendix A Technical Specifications for each unit to permit the implementation of an upgrade of the power range neutron monitor instrumentation.

Other changes also would incorporate thermal limits specifications to implement average power range monitor and rod block monitor technical specification improvements, and maximum extended load line limit analyses.

The staff approved the proposed changes to Units 2 and 3 in Amendment No. 249 (September 11, 1997) and Amendment No. 213 (September 3, 1998) respectively.

TVA has no schedule for installation of the upgrade of the power range neutron monitor instrumentation and for the resumption of operation at Unit 1. Consequently, the U. S. Nuclear Regulatory Commission does not plan to take any further action upon the requested amendment for Unit 1-at this time. TVAis requested to withdraw the pending Unit 1 amendment request.

TVAmay resubmit the request when a firm schedule is established for the installation of the upgrade.

The NRC is attempting to disposition expediciously licensing actions which have aged beyond 2 years; therefore to assist us in this effort, your withdrawal is requested by October 15, 1998.
