Dear Mr. Scalice:.
On May 23 '998, the
NRC completed
an inspection at your Browns Ferry
facility.
The enclosed
report presents
the results of that inspection.
During the six-week period covered
by this inspection period. your conduct of
activities at the Browns Ferry facility was generally characterized
by safety
conscious
operations,
well conducted surveillance activities,
and effective
plant support.
An evaluation of your
implementation of Generic Letter 89-10 for Unit 3 was
conducted during this inspection.
The evaluation
determined that
some aspects
of implementation
had not been adequately
completed,
as the assumptions
used
in establishing
the settings
and capabilities of certain valves were not
adequately justified.
As described in the enclosed
inspection report,
you are
requested
to inform us of your plans
and schedule to obtain and analyze
applicable test data to justify the assumptions
for these valves.
.Please
provide your response within 30 days of the date of this letter.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room
(PDR).
