50-260/98-01.

50-296/98-01

Dear Mr. Zeringue:

On February

28,

1998, the

NRC completed

an inspection at your Browns Ferry

facility.

The enclosed

report presents

the results of that inspection.

During the six-week period covered

by this inspection period, your conduct of

activities at the Browns Ferry facility was generally characterized

by good

operations,

strong scheduling

and execution of maintenance activities,

and

excellent overall plant support.

An overall review of your corrective action

program and self-assessment

effectiveness

was conducted.

Problems

are

appropriately being identified, classified,

and corrected.

Management

involvement and review of the process

was found to be strong. 'uclear

Assurance

has

been effective in aggressively identifying areas for

improvement;

however, in some cases

problem definition could be more specific.

Recent operations

self-assessments

have not been effectively evaluating

processes

and integrating information in order to identify improvement areas.

Engineering self-assessments

were useful in identifying some deficiences;

however,

do not appear to be evaluating the performance of several

key

processes.

Maintenance

self-assessments

continued to be effective in

identifying areas for performance

improvement.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter

and its enclosure will be placed in the

NRC Public Document

(PDR).
