SECTION XI INSPECTIONS AND TVA' REPLY TO NRC '
LETTER DATED JULY 8 r 1 997 The purpose of this letter is to request NRC's review and approval of BFN's revised relief request 3-ISI-1 and provide TVA's reply to NRC's comments documented in a letter to TVA dated July 8, 1997.
TVA's letter to NRC dated January 22,
- 1997, contained the original relief requested 3-ISI-1.
NRC denied this relief request and documented four reasons for the denial.
TVA's revised relief request provides supplemental technical justification based on industry initiatives and information to aid NRC to reconsider granting BFN relief.
In addition, TVA's reply to NRC's comments regarding the original relief request is provided in Attachment 4 of the enclosure.
The revised relief request asks relief from the RPV examination requirements of the ASME Boiler and Pressure Vessel Code Section XI, 1989 Edition.
Specifically, in the enclosure, TVA requests relief for one operating cycle from performing the reexamination of the Unit 3 RPV circumferential shell weld flaws.
This examination is required to be performed during the Unit 3 cycle 8 refueling outage scheduled for October 1998.

February 17, 1998 The BFN Unit 3 code of record is the ASME Section XI, 1989 Edition (no addenda).
The proposed relief request is in accordance to the provisions of 10 CFR 50.55a (a)
(3) (i) and consistent with information contained in NRC Information Notice (IN) 97-63, "Status of NRC Staffs review of BWR Vessel Internal Project BWRVIP-05".
Also, this relief request is consistent with the industry initiative contained in the BWRVIP-05 document, BWR Vessel and Internals, BWR Reactor Pressure Vessel Shell Weld Inspection Recommendations.
TVA performed the BFN Unit 3 RPV examination and the shell welds augmented examination during the Unit 3 extended outage (Fall 1993).
The examination results revealed that four of the RPV shell welds had flaw indications that exceeded the allowable ASME Section XI Code acceptance criteria.
TVA analyzed the indications and determined that BFN Unit 3 could safely be returned to service.
The ASME Section XI Code requires RPV shell welds with flaws that were evaluated as acceptable.
"as is" be reexamined during next three inspection periods.
To meet this requirement, TVA must reexamine the Unit 3
RPV shell welds flaws during the cycle 8 refueling
- outage, unless relief is granted.
TVA includes in the enclosure the revised relief request 3-ISI-1 and supporting technical justification.
This justification supports TVA's position that successive examinations of the Unit 3 RPV flaw areas are not warranted and could be delayed for several operating cycles.
At this
- time, TVA only requests to delay the RPV examinations one operating cycle in order to help expedite NRC's review.
This relief request is similar to Hope Creek's relief request submitted to NRC on August 29,
- 1997, and NRC approved on October 31, 1997.
TVA's reply to NRC's four denial comments regarding the original 3-ISI-1 relief request is provided in the enclosure, Attachment 4.
TVA requests NRC's review and approval of the revised relief request 3-ISI-1 by May 1, 1998.
If relief is not granted, TVA will have to perform the RPV welds examination during the Unit 3 cycle 8 refueling outage and will also have to pursue fabrication of special inspection tooling to conduct 'the examination.
