AND NOTICE OF VIOLATION

Dear Hr. Zeringue:

On October 25.

1997 the

NRC completed

an inspection at your Browns Ferry

facility..

The findings related to this inspection were discussed

with members

of your staff 'on October 28,

1997.

The enclosed

report presents

the results

of that inspection.

During the six-week period covered

by this inspection period, your .conduct of

activities at the Browns Ferry facility was generally characterized.

by safety

conscious

operations,

effective maintenance

and engineering,

and strong plant

support.

One violation of NRC requirements

was identi'fied.

NRC inspectors

identified that Technical Specification required actions were nat completed

for an inoperable containment isolation valve.

The violation is cited in the enclosed

Notice of Violation (Notice).

and the

circumstances

sur rounding the violation are described in detail in the

enclosed report.

Please

note that you are required to respond to this letter

and should follow the instructions specified in the enclosed

Notice when

preparing your response.

The

NRC wi'll use your response,

in part, to deter-

mine whether further enforcement action is necessary

to ensure

compliance with

regulatory requirements.

In,addition.

an apparent .violation,was identified and considered for escalated

enforcement action in accordance with the "General

Statement of Policy and

Procedures

for NRC Enforcement Actions" (Enforcement Policy).

NUREG-1600.

The

apparent violation involved your identification that procedural

controls did

not prevent certain containment isolation valve alignments which under

specific postulated

circumstances,

could have resulted in exceeding the

containment

design pressure

in a design basis accident.

violation will be addressed

in a separate

correspondence,
