This letter provides notification that TVA has.completed its review of safety related logic circuits for BFN Units 2 and 3

for the systems described in GL 96-01.,

TVA committed to implement the requested actions outlined in GL 96-01 in conjunction with BFN's conversion to Improved Standard Technical Specifications (ISTS), by letter dated April 18, 1997.

Although the implementation schedule for ISTS has been delayed, the reviews requested by GL 96-01 have been completed.

Specific actions or items which will have to be added to the Surveillance Instructions (SI) to meet ISTS requirements have been identified and are scheduled to be performed as part of the procedure upgrade program for implementation of ISTS.

In addition, a comparison was made with the current Technical Specifications (TS) for Units 2 and 3.

September 29, 1997 Room Emergency Ventilation System (CREVS) initiation logic and control bay isolation logic, and inadequate surveillance of the Residual Heat Removal (RHR)

Loop I and Loop II valve logic and interlocks.

These issues were identified by Licensee Event Reports 50-259/97002, transmitted by TVA letter dated April 11,

1997, and 50-260/97002, transmitted by TVA letter dated July 25, 1997.

For CREVS, the SI was revised and the applicable SI section was successfully performed.

For the RHR

item, Work Orders were issued and successfully completed to test the affected relay contacts.

The affected RHR SIs were subsequently revised to assure that future surveillance testing is performed properly.

With the above

changes, the BFN Units 2 and 3 surveillance programs for the reactor protection system, emergency diesel generator load shedding and sequencing, and actuation logic for engineered safety features systems are in compliance with the existing TS, as required by GL 96-01.

In addition, the necessary reviews have been completed and the required actions have been identified and scheduled to assure compliance with ISTS upon implementation.
