SUMMARY

REPORT This letter provides a revision to the BFN Unit 3, American Society of Mechanical Engineers (ASME)Section XI, inservice inspection (ISI) summary report (NIS-1) for Cycle 7

operation.

TVA initially submitted the NIS-1 summary report by letter dated June 10, 1997.

The enclosed revision deletes the Reactor Pressure Vessel (RPV)

Head nozzle weld, N6A (Code Category B-D), from the page that lists examination limitations that require a request for relief.

The RPV N6A nozzle weld was ultrasonically examined during the Unit 3, Cycle 7 refueling outage.

An examination limitation was noted (51.4 percent due to nozzle configuration) and addressed in the ASME Section XI, ISI NIS-1 summary report.

TVA also committed, in the above referenced letter, to submit a relief request for the RPV N6A nozzle weld based on the above examination coverage limitation.

After further analysis, TVA has concluded that ASME Code examination coverage of the RPV N6A nozzle weld was achieved by an additional scan from the inside nozzl'e bore with a zero degree search unit.

September 15, 1997 conventional Code requirements of a 0, 45, and 60 degree scan from the outside diameter of the RPV head.

The method utilized during the outage to calculate the coverage did not take into consideration provisions allowed by the Code to supplement coverage with examinations performed from the inner bore of the nozzle.

The ASME Section V Code, 1989 Edition, Nondestructive Examination, Article 4, Paragraph T-441.3.2.6 states in part:

Where the ultrasonic beams are directed essentially normal to the plane of the weld (parallel to the surface of the material, as when the examination is conducted from the nozzle bore or flange face),

beam angles sufficien't to provide complete coverage of the weld from one direction shall be acceptable."

Since full ASME Code coverage has been achieved for the N6A

nozzle, TVA is withdrawing its commitment to submit a relief request to address reduced NDE examination coverage.

The enclosure to this letter contains the revised page for the Unit 3 Cycle 7, ASME Section XI, ISI NIS-1 report, "Examinations Requiring Request For Relief."

Also enclosed is a revised page 1 of 16 of the "Examination Plan of Class 1 and 2 Components" from the NIS-1 report that deletes a comment referring to a proposed request for relief for the RPV N6A nozzle weld.
