50-260/97-05,

50-296/97-05

AND NOTICE OF VIOLATION.

Dear Hr. Kingsley:

On May 10,

1997, the

NRC completed

an inspection at your Browns Ferry

facility.

The enclosed report presents

the results of that inspection.

r

During the six-week period covered by this inspection period, your conduct of

activities at the Browns Ferry facility was generally characterized

by safety

conscious

operations,

adequate

engineering,

and strong. pl'ant support.

We are

t

concerned,

however,

regarding the number of recent personnel

errors

and

failure 'to follow procedure incidents which have

had adverse effects

on

important plant equipment.

Two .violations of NRC requirements

were

identified.

The first violation involved the failure of control

room

operators to promptly reset

a locked recirculation

pump scoop tube under

runback conditions.

The second violation addressed

two examples of failure to

follow maintenance

procedures

which affected safety equipment.

These violations are cited in the enclosed

Notice of Violation (Notice),

and

the circumstances

surrounding the violations are described in detail in the

enclosed report.

Please

note that you are required to respond to this letter

and should follow the instructions specified in the enclosed

Notice when

preparing your response.

The

NRC will use your response,

in part, to

determine whether further enforcement action is necessary to ensure

compliance

with regulatory requirements.
