Dear Mr. Kingsley:
On August 31,
1996, the
NRC completed
an inspection at your Browns Ferry
facility.
The enclosed'eport
presents
results of that inspection.
During the six-week period covered
by this inspection period,
your conduct of
activities at the Browns Ferry facil.ity was generally characterized
by
safety-focused
operations,
overall
adequate
maintenance
practices,
adequate
on-site engineering
and solid security controls.
Corporate
oversight of plant
activities
and: Nuclear
Assurance
and Licensing reviews of the corrective
action program were effective.
Two non-cited violations of NRC requirements
were identified.
The first non-cited violation addresses
a failure of
personnel
to identify a limiting condition of operation involving control of
the high pressure
coolant injection system.
The second non-cited violation
identified a discrepancy
between the Unit 3 fire hazards
analysis
and an
associated fire damper
abnormal
operating instruction.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosure will be placed in the
NRC Publ;ic Document
Room
(PDR).
