AND 68 LICENSEE EVENT REPORT (LER) 50-260/96001 The enclosed LER provides details concerning three conditions involving.noncompliance with the requirements of 10 CFR Part 50 Appendix R.

The conditions were discovered during TVA's programmatic reevaluation of the Unit 2 Appendix R Safe Shutdown Program.

This reevaluation was a se'lf initiated program to rereview the Unit 2 Appendix R program for Unit fidelity and to simpli.'fy operator actions.

The Appendix R noncompliance resulted from past failures to correctly implement the design criteria during the original development of the Unit 2 and Unit 3 Appendix R Programs and to properly evaluate design changes for the Appendix R

requirements.

This LER is being submitted in accordance with 10 CFR 50.73,(a)(2)(ii)(B) and (C).
