Division of Reactor Projects MINUTES OF BROWNS FERRY UNIT 3 RESTART PANEL MEETINGS The Browns Ferry Unit 3 Restart Panel met via telephone, on November 7, November 14, and November 19, 1995'to discuss NRC and TVA activities for the restart of this unit.
On November 19, 1995, the Panel provided final recommendation to the Regional Administrator that authorization for restart be given.
Following completion of the Unit 3 power ascension program I plan to conduct a lessons learned review of the Panel's activities.

The meeting was convened on November 7, to discuss unit status, NRC inspection activities and as final preparation for the scheduled Commission meeting of November 9.
"The open restart items were discussed and four TMI Action Items were designated as post-restart items to be closed during the power ascension phase.
Open allegations were reviewed and determined that none impacted restart.
The meeting was convened on November 14, to determine if any additional status changes needed to be provided to the Commission prior to their scheduled vote on November 15.
The panel agreed that 'F.
Hebdon would communicate an updated status of open items, allegations, and licensee progress on repairs to two control rods which exhibited excessive drag.
C. Casto discussed a recent finding with an inadequately welded structural modification.
There have been several examples of structural modification non-compliances in the last year.
None would have impacted operability and imediate corrective actions were taken to allow restart.
It was concluded that an apparent process. weakness exists in the licensee's program which wi11 be pursued as a long term issue, and not as a restart item.
The meeting was convened on November 19, to verify that all restart items had been compl'eted and confirmed by the NRC.
Mr. E. Merschoff also participated.
Mr. R. Machon, Browns Ferry Site Vice President, briefed the Panel on recent emergent problems including an unplanned reactor vessel draindown of 10 inches.
The Panel then caucused.
The licensee's Certification letter had been issued on November 17, and was reviewed by L. Mert.
