SUBJECT:
LICENSED OPERATOR TRAINING IN PREPARATION FOR UNIT 3 RESTART I have attached the information that you requested concerning operator training at Browns Ferry in support of multi-unit operation.
The attachment describes activities accomplished and planned.
Those described as accomplished were verified during an inspection led by Jim Hoorman September 18 22, 1995.
Planned activities were subsequently confirmed in telephone conversations between Jim and the Browns Ferry Operations Training Hanager and during the Operations Performance Briefing presented in the Region by the Brown's Ferry Plant Hanager on October 17, 1995.
I have concluded, based upon an. assessment of the training described in the attachment, and based upon the performance of Unit 2 operators, that the licensed operators at Browns Ferry Nuclear Station have the training and experience necessary to safety operate Unit 2 and 3.

,Division of Reactor Safety LICENSED OPERATOR TRAINING IN PREPARATI FOR UNIT 3 RESTART I have attached the information that you requested oncerning training at Browns Ferry in support of multi-unit operation.
The information was verified during the risk-b ed inspection conducted September 18 22, 1995.
Addi.tional informat'on was obtained in telephone conversations between Jim Moorman and the Br wns Ferry Operations Training Manager.
Some of this information was con irmed during the Operations Performance Briefing presented in the Re on by the Browns Ferry plant manager on October 17, 1995.
Our assessment concludes that the Bro ns Ferry training department has provided the operators with adequat experience through simulated plant operations and training to suppor restart of Unit 3 and to continue with multi-unit operations.
Addition ly, operator proficiency in operating both units is maintained by rotatin shift operations personnel such that they perform duties on both Units and 3.

BROWNS FERRY RESTART TRAINING UNIT DIFFERENCES TRAINING all licensed operators have received unit differences training the training consisted of lectures using a prepared lesson plan and required reading the training department plans to keep the unit differences less'on plan as a living document the training department plans to provide unit differences training as a regular part of the requal program (prior to this, unit differences were covered in the individual system lesson plans)
START UP/SHUTDOWN TRAINING all operators are receiving one day of start up training during the current requal cycle, emphasizing complex, infrequently performed evolutions the crew doing the actual start up will come in early on the day of the start up to receive additional training the training department is not conducting any special training on shutdowns - if the need arose, a crew could be brought in before the start of a shift to receive shutdown training MULTI-UNITOPERATIONS TRAINING multi-unit events and consequences are being included in the simulator scenarios used for training licensed operators (the Unit 2 simulator will model the effects of occurrences on Unit 3 to the extent that they, affect Unit 2) the senior person on shift (Shift Operations Supervisor) receives training that requires making decisions for both units all personnel at the plant are being trained on "dual unit incidents" that have'ccurred at other facilities.
A write-up detailing a dual unit incident is routed to everyone at the plant along with the Plan of the Day.

UNIT 2 EOP CHANGES the Unit 3 Emergency Operating Instructions (EOIs) were issued in final form on October 13, 1995 there are no. outstanding changes that need to be made to the Unit 2 or Unit 3 EOIs, only long term"enhancement projects remain (this information was provided by the Operations Support Supervisor in a telephone conversation and is consistent with information provided during the risk-based inspection.)
