50-259 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - UNITS 1 i 2 I AND 3 IMPLEMENTATION OF HAND GEOMETRY BIOMETRICS SYSTEM FOR SITE ACCESS CONTROL This letter provides notification that BFN has implemented a hand geometry biometrics system for site protected and vital area access control.
By letter dated Octobe 24,
- 1994, TVA requested an exemption from the requirements of 10 CFR 73.55(d)(5) that require an individual not employed by the licensee, but who requires frequent and extended access to protected and vital areas, to be authorized access to these areas without an escort provided he receives a picture badge upon entrance into the protected area that must be returned upon exit from the protected area.
The exemption allows the use of a hand geometry biometrics system for site access control at BFN such that photograph identification badges may be taken offsite by individuals not employed by TVA.
NRC granted TVA's requested exemption from 10 CFR 73.55(d)(5) by letter dated December 15, 1994.
TVA revised its Physical Security/Contingency Plan effective July 28, 1995, to include the use of a hand geometry biometrics system for BFN site access control.
BFN began using the hand geometry biometrics system on August 4,
- 1995, for site access control such that photograph identification badges may be taken offsite by any individual granted unescorted access to the protected and vital areas.
