REACTOR VESSEL MATERIAL SURVEILLANCE SPECIMEN TEST RESULTS AND DETERMINATION OF APPLICABILITYOF NEDO-32205-A REVZSION 1 TOPICAL REPORT ON UPPER SHELF ENERGY EQUIVALENT MARGIN ANALYSIS The purpose of this letter is to provide NRC with reactor vessel material surveillance specimen test results for BFN Unit 2, in accordance with 10 CFR 50, Appendix H.
TVA is also providing notification to confirm the full applicability of the topical report, NED0-32205-A, Revision 1 for BFN Unit 2.
TVA removed the first reactor vessel surveillance capsule for BFN Unit 2 on October 22, 1994.
The enclosed report summarizes the mechanical testing and fluence analysis associated with this capsule.
The report includes the data required by American Society for Testing and Materials E 185, as specified in paragraph II.B.1 of 10 CFR 50, Appendix H, and the results of all fracture toughness tests conducted on the beltline materials for irradiated and unirradiated conditions.
The report states that new pressure-temperature curves were prepared for BFN Unit 2.
However, revised pressure-temperature curves were previously calculated using material chemistries that were reported in response to Generic Letter 92-01, Reactor Vessel Structural Integrity, and embrittlement estimates that are in accordance with Regulatory Guide 1.99, Revision 2.

October 18, 1995 The revised pressure-temperature curves were incorporated into the BFN Unit 2 Technical Specifications by License Amendment 239 dated September 13, 1995.
These pressure-temperature curves are consistent with those developed in the enclosed report.
Therefore, no further action is required.
The end of life (32 EFPY) fluence prediction of 6.05xlO'/cm i;s 43 percent lower than the previously established l.lx10 ~n/cm~.
'Therefore, TVA intends to maintain the surveillance capsule withdrawal/testing schedule currently described in the BFN Unit 2 Technical Specifications.
This schedule will withdraw test capsules every six EFPY following
,the removal of.. the eight EFPY capsule.
By letter dated May 23,
- 1994, TVA committed to confirm full applicability of the topical report, "10 CFR 50 Appendix G
Equivalent Margin Analysis for Low Upper Shelf Energy in BWR/2'hrough BWR/6 Vessels" (NED0-32205-A,. Revision 1),
within 90 days following issuance of the final surveillance capsule analysis report for each unit.
The enclosed test report was issued on July 20, 1995.
The test report (section 2.l.k 'and Appendix B') confirms that the topical report is applicable for.BFN 'Unit 2.
Consequently, TVA is requesting approval.,to use the topical report as the basis for demonstrating
'compliance with 10 CFR 50, Appendix G, Paragraph IV.A.1 for BFN Unit 2.
