PLANT PERFORMANCE REVIEW BROWNS FERRY
Dear Hr. Kingsley:
On March 22,
- 1995, NRC managers met to review recent performance at the Browns Ferry facility to determine if our present planned inspection effort for the rest of the current SALP cycle should'e revised.
Additionally, the SALP board met on March 30, 1995, to discuss Unit 2 performance.
The results of the Plant Performance Review were discussed with Hr.
E. Preston via telephone by Hr.
M. Lesser of my staff on April 4, 1995.
The results of the SALP board meeting were sent to you in the SALP report dated April, 25, 1995.
At Browns Ferry we determined that operations performance had declined for reasons discussed in the SALP report.
Significant inspection activities, such as the Operational Readiness Assessment Team and extended control room observation, have already been planned to assess operations performance for Unit 3 restart.
In addition to operational readiness, it is expected that these inspections will also focus on areas of identified weaknesses which were identified on Unit 2.
Enclosed is a list of. al'l expected inspection.
activities for the remainder of the SALP cycle which ends September 21, 1996.
It is our intent to continue semiannual performance reviews in addition to SALP and advise you of the results.
Should you have any questions concerning this letter, please contact us.
Sincerely, (Original signed by Ellis Merschoff)
'Ellis W. Merschoff, Director Division of Reactor Projects
