EVENT REPORT (LER) 50-260/95001 The enclosed report provides details concerning a Unit 2 Emergency Generator turbocharger failure that resulted in noncompliance with a Technical Specifications (TS) Limiting Condition for Operation (LCO).

On January 16, 1995, Emergency Diesel Generator (EDG) C .was declared inoperable due to:a turbocharger failure. This placed Unit 2 in a '7 day LCO per TS LCO 3.9.B.3. Because of.

the time involved in obtaining the necessary parts .and making the repairs, TVA was unable to return the EDG to operable status within the required LCO time limit. Thus, by letter issued January 23, 1995, TVA requested and received Discretionary Enforcement from the requirements of the TS.

The Discretionary Enforcement permitted continued reactor operation for no longer than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.beyond"the TS requirements.

The EDG was returned to service on January 25, 1995 within the time allowed by the 'Discretionary Enforcement period.

The turbocharger was sent offsite and disassembled for analysis. Preliminary results of the analysis are currently being evaluated and have been discussed with the NRC Senior Resident Inspector. TVA will provide a supplemental report following the completion of the failure analysis.
