50-259, 50-260, and 50-296 License Nos.

DPR-33, DPR-52, and DPR-68 During an NRC inspection conducted on December 2,

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C, the violation is listed below:

10 CFR 55.53(e) states, in part, "If a licensee has not been actively performing the functions of an operator or senior operator, the licensee may not resume activities authorized by a license issued under this part except as permitted by paragraph (f) of this section."

10 CFR 55.53(f) states, in part, "If paragraph (e) of this section is not met, before the resumption of functions authorized by a license issued under this part, an authorized representative of the facility licensee shall certify... that the licensee has completed a minimum of 40 hours4.62963e-4 days
0.0111 hours
6.613757e-5 weeks
1.522e-5 months
of shift functions under the direction of an operator or senior

operator, as appropriate, and in the position to which the individual will be assigned.

The 40 hours4.62963e-4 days
0.0111 hours
6.613757e-5 weeks
1.522e-5 months
must have included a complete tour of the plant and all required shift turnover procedures."

Contrary to the above, on December 29,

1992, and October 8,
1993, an authorized representative of the facility incorrectly certified that two licensed operators, who had not been actively performing the functions of an operator, met the requirements of 10 CFR 55.53(f) to resume activities authorized by their licenses when, in fact, they had not met these requirements as evidenced below.

The licensed operators resumed activities authorized by their license without completing the requirements of 10 CFR 55.53(f).
