By letter dated October 28,
- 1994, the Tennessee Valley Authority (TVA) requested relief from certain requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code for the Browns Ferry Nuclear Plant (BFN) Units 1,
2, and 3.
Specifically, TVA requested that it be authorized to apply the provisions of ASME Code Case N-504-1 to perform weld overlay repairs of austenitic stainless
-steel piping.
In particular, TVA's submittal discussed application of this Code Case to a
weld overlay repair of a recirculation system piping weld (designated as GR-2-64) for BFN Unit 2.
Weld overlay reinforcement consists of applying weld metal over the weld and for a specified minimum distance on both sides of the weld.
TVA has designed the GR-2-64 weld overlay repair assuming that the original weld contains a
through-wall flaw throughout its circumference.
This is a conservative assumption which ensures the repair is capable of retaining the full piping load regardless of the integrity of the original weld.
Furthermore, the weld overlay process creates residual compressive stress within the original weld, and adds resistant
- material, which should inhibit further growth of the flaws'VA also provided a discussion of how each Code Case N-504-1 requirement would be satisfied for this repair.
Implementation of TVA's use of this Code Case may be subject to inspection by the NRC.
NBC ll:IIILlECENTER lMPV The NRC staff has reviewed TVA's submittal for the weld overlay repair of weld GR-2-64, and has concluded that this repair is sufficient to maintain the structural integrity of the weld under operating conditions, and that application of ASHE Code Case N-504-1 to BFN Unit 2 weld GR-2-64 as an alternative to the Code repair requirements provides an acceptable level of quality and safety.
Therefore, the NRC staff has determined that application of ASHE Code Case N-504-1 to BFN Unit 2 weld GR-2-64 is authorized, pursuant to 10 CFR 50.55a(a)(3)(i),
until such time as the Code Case is published in a
future revision of Regulatory Guide

At that time the licensee is to follow all provisions in Code Case N-504-1, with limitations issued in Regulatory Guide
- 1. 147, if any, if the licensee continues to implement this alternative repair.

The staff does not accept unrestricted application of this Code Case at this time.
TVA should submit requests for relief on a case-by-case basis if it wishes to utilize Code Case N-504-1 before it is incorporated into Regulatory Guide
