BROWNS FERRY NUCLEAR PLANT UNIT 2 SAFETY EVALUATION OF RELIEF REQUEST SPT-7 (TAC,NO. H89849)

Dear Mr. Kingsley:

14 By letter dated July 8, 1994, the Tennessee Valley Authority (TVA) requested relief from certain requirements of the 1986 Edition of the American Society of Mechanical Engineers (ASHE) Boiler and Pressure Vessel Code for the Browns Ferry Nuclear Plant (BFN) Unit 2.

The 1986 Code requires that all bolting be removed and inspected if leakage is observed at a bolted connection.

For valve 2-FCV-68-33, TVA seeks to apply the 1992 ASHE Code, which permits

.removal of a single bolt closest to the leakage area.

This valve had been the subject of an earlier one-time relief request from TVA, dated Hay 16,

1993, which was accepted by the NRC staff on Hay 21, 1993.

As documented in the enclosed safety evaluation, the staff finds that the proposed alternative inspection provides an acceptable level of quality and safety.

The NRC, staff has determined that the proposed alter native is therefore authorized, pursuant to 10 CFR 50.55a(a)(3),(i).
