TO GENERIC LETTER 89-19 SAFETY IHPLICATIONS OF CONTROL SYSTEHS BROWNS FERRY NUCLEAR PLANT - UNITS 1, 2, AND 3 (TAC NOS. H74915,
- H74916, AND H74917)
Dear Hr. Kingsley:
This letter documents completion of NRC staff review for Generic Letter 89-19, "Safety Implications of Control Systems," for the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3.
By letter dated August 29, 1994, the Tennessee Valley Authority (TVA) provided information requested by the NRC staff on June 28, 1994 regarding Technical Specifications (TS) governing the availability of the reactor vessel overfill protection system instrumentation for BFN Units 1, 2, and 3.
TVA stated that it did not believe that instrumentation associated with the feedwater trip on high water level should be added to BFN Units 1, 2, and 3, TSs.
TVA also confirmed that BFN Units 1, 2, and 3 are bounded by the generic evaluation for Generic Letter 89-19 provided by the Boiling Water Reactor Owner's Group on April 2, 1990.
The NRC's Final Policy Statement on Technical Specifications Improvements for. Nuclear Power Reactors (58 FR 39132) established a specific set of objective criteria as guidance for determining which regulatory requirements and operating restriction should be included in TS.
Criterion 3 of the final policy statement would require that the reactor vessel overfill protection system instrumentation be included in the TS if this instrumentation serves to protect any fuel safety limits.
TVA stated in its August 29, 1994 response that the reactor vessel overfill portection system is not credited for fuel protection for any design basis accident or abnormal operational transient described in the BFN Updated Final Safety Analysis Report (UFSAR).
Therefore, TVA concluded that the instrumentation associated with the feedwater trip on high water level should not be added to the BFN TS.
TVA also stated that plant procedures include provisions to periodically verify the functionality of the overfill protection instrumentation, ensuring its availability to mitigate feedwater overfeed events during

The NRC staff has reviewed TVA's August 29, 1994 response and the analyses of the BFN design basis accidents and transient events as described in the BFN UFSAR.
The staff has confirmed that the reactor vessel overfill protection system was not credited as the primary instrument protecting the fuel for any design basis accident or abnormal operating transient.
The staff also believes that existing plant procedures are adequate to ensure a high degree of overfill protection instrumentation availability.
Therefore, the NRC staff agrees that inclusion of the reactor vessel overfill protection system instrumentation is not required in the BFN Units 1, 2, and 3 TS.
