In the Matter of Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) ANNUAL RADIOLOGICAL EFFLUENT RELEASE REPORT The purpose of this letter is to submit BFN's Annual Radiological Effluent Release (ARER) Report.
In addition, BFN's Offsite Dose Calculation Manual (ODCM) Sections 1/2.1.1 and 1/2.1.2 requires the Inoperable Radioactive Effluent Instrumentation Report to be included with the ARER Report.
- Also, BFN's Technical Specification Section 6.12.3 requires submittal of the ODCM if changes were made during the reporting period.
Therefore, this report consists of the following:

Radiological Impact Assessment Report (Enclosure 1)

Effluent and Waste Disposal Annual Report (Enclosure 2)

Inoperable Radiological Effluent Instrumentation Report (Enclosure 3)
~
Offsite Dose Calculation Manual (Enclosure 4)
Federal Register Notice (57 FR 39358) provided notification to Licensees that NRC had amended the regulation for the frequency of Radiological Effluent Release Reports.
The revised regulation 10 CFR 50.36a(a)(2),
requires routine reporting of radioactive effluent releases on an annual rather than a
semi-annual basis.
TVA implemented the revised regulation 10 CFR 50.36a(a)(2) at BFN in December 1993.
BFN's Semi-Annual Radiological Effluent Release Report dated August 30,
- 1993, forwarded the required information for the period of January 1, 1993, through June 30, 1993, to NRC.
Therefore, the information contained in this report is for July 1, 1993, through December 31, 1993.
Subsequent Annual Radiological Effluent Reports will contain radiological effluent data covering the operation of BFN's unit(s) during the previous calendar year.
