PROGRAM PLANS AND SCHEDULES UPDATE This letter submits TVA's update to the ISI programs for BFN Units 1, 2,
and 3.
TVA submits these programs according to the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel
- Code,Section XI, IWA-1400(c).
The Unit 2 ISI program was updated to make needed editorial and administrative
- changes, and incorporate three new relief requests.
The Units 1 and 3 program was updated to make needed editorial and administrative changes.
The Unit 2 ISI program is based on the requirements of the 1986 Edition of Section XI to the ASME Boiler and Pressure Vessel Code.
The program is provided as Enclosure 1
(Surveillance Instruction (SI) 2-SI-4.6.G, "Inservice Inspection Program Unit, 2", Revision 2).
The program was revised to incorporate administrative and editorial changes.
Several of these changes were necessary due to a change in responsibility for the program at BFN.
The administrative and editorial changes are summarized in the surveillance instruction's revision log.
The Un'it 2 program was also revised to incorporate three new relief requests (ISI-2-2, ISI-2-3, and ISI-2-4).
The relief requests are included in the program on pages 87-90.
The relief requests are being submitted since some areas requiring examination were found to be inaccessible.

FEB 22 I3N identified component accessibility limitations (e.g.,
non-removable support interference and component geometry) while performing volumetric examinations.
The inaccessible areas were discovered during the recent BFN Unit 2 cycle 6
refueling outage.
TVA requests NRC review and approval of Unit 2 relief requests ISI-2-2, -ISI-2-3, and ISI-2-4.
The relief requests are explained in the enclosed Unit 2 ISI Program.
Information to support the relief requests is provided in Enclosure 2.
The supporting information consists of inspection reports that provide additional details about the accessibility limitations.
The Units 1 and 3 ISI program is based on the requirements of the 1974 Edition, Summer 1975 Addenda of Section XI to the ASME Boiler and Pressure Vessel Code.
The program is provided as Enclosure 3 (Surveillance Instruction 1/3-SI-4.6.G, "Inservice Inspection Program Units 1 and 3",
Revision 3).
The program was revised to incorporate administrative and editorial changes.
Several of these changes are necessary due to a change in responsibility for the program at BFN.
The administrative and editorial changes are summarized in the surveillance instruction's revision log.
This program change does not incorporate any new or revised relief requests.
Both of the programs, as changed, continue to meet their respective ASME requirements.
