LETTER NUMBER: 2.18.010

Dear Sir or Madam:

In Reference 1, Entergy Nuclear Operations, Inc. (Entergy) stated the Open Phase Condition Detection would be addressed in accordance with the Nuclear Energy Institute (NEI) voluntary initiative. Subsequent to the Reference 1 submittal, Reference 2 was submitted to notify the U.S. Nuclear Regulatory Commission (NRC) of Entergy's decision to permanently cease power operations no later than June 1, 2019.

This letter is to notify the NRC that Entergy will not be installing Open Phase Condition Detection as allowed by the NEI voluntary initiative process. Entergy will continue to perform the interim corrective actions specified in Reference 1 throughout the remaining period of power operations.
