The
NRC Systematic
Assessment
of Licensee
Performance
(SALP) has
been
completed for Unit 2 of your Browns Ferry Nuclear Plant.
The facility was
evaluated for the period of May 24,
1992 through September
18,
1993.
The
results of the evaluation
are documented
in the enclosed
SALP report.
This
report will be discussed
with you at
a public meeting to be held at the Browns
Ferry site
on November
15,
1993 at ll:00 a.m.
This
SALP was conducted
under the revised
SALP process that was implemented
by
the Nuclear Regulatory
Commission
on July 19,
1993.
The revised
SALP process
rates
licensees
in four functional areas:
Operations,
Maintenance,
Engineering
and Plant Support.
The Plant Support area includes: radiological
controls, security,
emergency
preparedness,
fire protection,
chemistry,
and
housekeeping
controls.
The performance of Browns Ferry Unit 2 continues to improve.
During the
period,
management's
attention to plant safety resulted in excellent oversight
and control of plant activities.
The active role of management
is evidenced
by good plant material condition and
an excellent operating record.
For this
SALP period, Operations
and Plant Support were rated
as superior.
Maintenance
and Engineering
continued to be rated
as good;
however,
improvement in these
areas
was noted.
The success
of the Unit 2 refueling outage in all
SALP areas
was
commendable.
Continuing challenges
noted
by the
SALP Board include
addressing
personnel
performance
in procedure
adherence
and procedural
adequacy;
establishing
management
control of the measuring
and test equipment
program;
and improving the technical
adequacy of licensing submittals.
Although Plant Support
was rated
as superior overall
due to excellent
performance
in several
areas,
we direct your attention to the challenges
identified in the areas of security
and fire protection discussed
in the
report which require additional
management
attention.

Our reviews of your self-assessment
efforts indicate that your programs in
this area
are generally effective,
in-depth
and normally identify and correct
weaknesses
in your programs.
The challenges
identified above concerning the
measuring
and test equipment
program
and the adequacy of licensing submittals
were exceptions
which continued to arise throughout the
SALP period.
In accordance
with Section 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosuress will be placed in the
NRC Public Document
Room.
