il In a letter issued March 16,'990, TVA made the following commitment to NRC relative to Generic Letter 89-13 "Service Water System Problems Affecting Safety Related Equipment."
"Within two months of cycle 7 operation, TVA will incorporate the RHRSW into the existing chemical treatment program, if chemical treatment of the RHRSW is determined to be feasible.
Otherwise, BFN will propose an equally effective alternative in the followup submittal required to confirm implementation of the actions taken in response to the generic letter."
BFN has determined that incorporating the RHRSW system into the existing chemical treatment program is not feasible and will not provide BFN with the desired results.
Because the RHRSW system is a stagnant
- system, the flow-through treatment program currently being used on the Emergency Equipment.
Cooling Water System is not a desirable option.
The BFN proposed alternative is to chemically treat the RHRSW system during applicable flushing/testing activities.
This will ensure that the=chemicals are dispersed throughout the RHRSW
'system for the, extent of protection that is feasible during subsequent system stagnation."

SEP 0 i 1993 The RHRSW System is included in a comprehensive chemical treatment program for raw water systems which is expected to be implemented by Unit 2 cycle 8 operation.
The comprehensive program will replace the existing raw water treatment program which is.currently limited to periodic biocide injections.
This new approach not only provides a
change in the biocide used, but will also provide for injection of corrosion inhibitors and sequestrants.
This alternate treatment program will enhance long-term system integrity and performance.
