UNITS 1 r 2 r AND 3 CLARIFICATIONS FOR PROPOSED TECHNICAL SPECIFICATION NO.
301 In response to questions raised by NRC in telephone conversations, this letter provides additional justification for BFN Units 1, 2, and 3 proposed Technical Specification (TS) 301 amendment deletion of Paragraph 3.2.K.3.
In addition, clarification is provided for Paragraph 3.2.K.l.
The subject TS change deleted Paragraph 3.2.K.3 in its entirety.
During telephone conversations with NRC the staff questioned BFN's implementation of GL 89-01 guidance with respect to explosive gas monitoring instrumentation.
Specifically in
- question, was the deletion by BFN of TS Paragraph 3.2.K.3.
As a
- result, NRC requested additional justification for BFN's deletion of Paragraph 3.2.K.3.
The justification is provided below.
The BFN proposed amendment does not use the verbatim language as stated in Enclosure 4, Paragraph 3.3.3.11, Action (a), of GL 89-01 for explosive gas monitoring instrumentation which states:
instrumentation channel Alarm/Trip Setpoint less conservative than required by the above specification declare the channel inoperable and take the ACTION in Table 3.3-13."
The action required by the proposed TS 301 Paragraph 3.2.K.1 adequately implements GL 89-01 explosive gas monitoring instrumentation operability requirements.
Paragraph 3.2.K.1 requires the instrument to be operable and the alarm/trip setpoint set to ensure that limits of specification 3.8.B.9 are 9309070220 930827 PDR~ '. IADOCK 05000259 P

TVA considers the instrument to be inoperable in accordance with the requirements of TS Paragraph 3.2.K.1 and the definition of Operability provided in TS Paragraph 1.0.E, if the setpoint is found to be outside its acceptance criteria.
TS Table 3.2.K Action (E) specifies the actions to be taken with less than the minimum number of channels operable.
These actions and associated compensatory measures are similar to the guidance provided in GL 89-01.
Therefore, Paragraph 3.2.'K.l en'sures that an operable monitor has a setpoint that will alarm to ensure that the limits of TS Section 3.8.B.9 are not exceeded.
Additionally, BFN is providing clarification to Paragraph 3.2.K.l for the subject TS.
The phrase "alarm/trip setpoint" is not consistent with actual plant configuration.
The hydrogen analyzer referred to in Paragraph 3.2.K.1 exhibits alarm and indication functions only.
There is no trip function associated with the hydrogen analyzer.
Therefore the word "/trip" in Paragraph 3.2.K.1 should be deleted.
BFN requests NRC to consider the alarm/trip setpoint clarification in the issuance of TS 301.
