CLOSEOUT OF POST-RESTART COHHITHENTS AND ISSUES BROWNS FERRY NUCLEAR PLANT, UNIT 2 In NUREG-1232, Volume 3, Supplement 2, "Safety Evaluation Report on Tennessee Valley Authority:
Browns Ferry Nuclear Performance Plan," dated January
letter providing the status and implementation schedule for all Browns Ferry Nuclear Plant (BFN), Unit 2 post-restart open items (i.e., commitments/issues to be resolved following the Cycle 6 start-up).
TVA responded to the staff's request by letters dated September 20 and December 24, 1991.
In a letter dated November 21,
- 1991, the staff further requested TVA to notify it when each post-restart commitment was complete.
By letters dated Hay 24, June 14 (Phase II Calculations Program),
June 22, and June 24, 1993 (Design Baseline Verification Program Phase II), TVA provided the staff with an updated status of all remaining BFN, Unit 2 post-restart commitments and related post-restart issues.
The staff reviewed TVA's letters to verify that all applicable Unit 2 post-restart commitments and related issues identified by NUREG-1232, Volume 3 and its supplements have been completed, rescheduled, or closed out in an appropriate manner.
As a result of this review, the staff concluded that TVA has addressed all outstanding Unit 2 post-restart commitments and related
- issues, with a few minor exceptions.
This review confirmed that TVA has completed almost all of its post-restart commitments, and continues to track the remainder.
The exceptions noted above involve several post-restart issues (i.e., heating, ventilation and air conditioning (HVAC); conduit supports; drywell steel platforms, and miscellaneous steel) that were not described in the June 22, 1993 letter with sufficient detail for the staff to determine that all relevant commitments were properly considered.
The staff conducted two telephone conferences with TVA on June 29 and 30, 1993, to request additional clarification regarding these specific post-restart issues.
During these telephone conferences, TVA affirmed that although the specific commitments for these issues were not discussed, in the June 22, 1993 letter, appropriate references were made to other letters that describe these commitments.
Furthermore, TVA stated that they considered these commitments an essential ACR,~mme~

- issues, and as such, any statements in the June 22, 1993 letter regarding the status of post-restart issues also applies to all commitments referenced therein.
The staff accepts TVA's clarifications regarding the status of post-restart commitments that are included in the June 22, 1993 letter by reference.
These clarificati'ons, made during the aforementioned telephone conferences, adequately resolve the staff's concern that certain post-restart commitments were overlooked.
