334 REACTOR COOLANT CHEMISTRY UNITS 1I 2I AND 3 In accordance with the provisions of 10 CFR 50.4 and 10 CFR 50.90, we are submitting a request for an amendment (TS-334) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TS for Units 1, 2,
and 3 (Enclosure 1).
The proposed change for Units 1, 2, and 3 revises Specification 3.6.B/4.6.B, "Coolant Chemistry",
and its associated bases to relocate the reactor coolant chemistry limits and associated sampling requirements from the BFN technical specification to the BFN chemistry program when the reactor vessel is defueled.
During the defueled condition, these reactor coolant chemistry limits and the monitoring frequency are controlled by the plant chemistry program which is revised under the BFN 10 CFR 50.59 process.
This approach is consistent 'with the philosophy being implemented by Improved Standard Technical Specifications (ISTS).

2 U.S. Nuclear Regulatory Commission JUL l9 1993 and place it in a Technical Requirements Manual that would be controlled by the 10 CFR 50.59 process.
The revision to the BFN technical specifications for the defueled conditions would provide TVA with added flexibilityto permit revision to the requirement based on changing conditions during the recovery efforts on Units 1 and 3 without processing technical specification revisions.
This would conserve both NRC and BFN resources required to process technical specification changes.
For the fueled conditions, the proposed change revises Specification 3.6.B/4.6.B, "Coolant Chemistry",
and the associated bases for Unit 3 to make it consistent with the Units 1 and 2 Specification 3.6.B/4.6.B.
The proposed change for Units 1 and 2 clarifies some of the requirements to ensure consistency throughout the specification.
TVA has evaluated the proposed Technical Specification amendments against the criteria provided by 10 CFR 50.92 and has determined that no significant hazards considerations are involved.
The reason for the change, description and justification in support of the proposed amendments are enclosed (Enclosure 2).
A proposed determination of no significant hazards considerations is contained in Enclosure 3.
We request that these specifications be made effective 30 days after issuance.
