BROWNS FERRY NUCLEAR PLANT (BFN) COMPLETION OF COMMITMENT FOR UNIT 2 CYCLE 6 FOR DESIGN BASELINE VERIFICATION PROGRAM (DBVP) PHASE II This letter provides notification that TVA has completed the post restart portion (Phase II) of the Design Baseline Verification Program (DBVP) for BFN Unit 2. Additionally, this letter provides a description of changes in the scope of DBVP, phase II which depart from wording previously submitted to NRC.

Revision 4 of the DBVP Program Plan was submitted for NRC review in Reference 1 and is described in section III.2.2 of Revision 2 to the Browns Ferry Nuclear Performance Plan (Reference 2). DBVP Phase I was completed prior to Unit 2 Cycle 6 operation and was comprised of those systems or portions of systems required for the safe shutdown of the plant as identified in Chapter 14 of the BFN Final Safety Analysis Report (FSAR). Phase II extended the program to include the balance of the safety-related functions and was completed prior to Unit 2 Cycle 7 operation.

In Reference 4 TVA committed to provide descriptions of how the wording of Unit 2 Cycle 6 commitment closures differs from the wording previously submitted to NRC. In Reference 5, TVA responded to a pre-restart (Unit 2 Cycle 6) request by NRC to identify those systems within the scope of DBVP Phase II. The enclosure to Reference 5 listed the system mode descriptions for DBVP Phase II. Subsequent to the restart of Unit 2, the DBVP System Mode Requirements Calculation was revised in accordance with the methodology described in the 9306300173 930'624' PDR ADOCK 05000260 P PDR

I June 24, 1993 U.S. Nuclear Regulatory Commission DBVP Program Plan (Reference 1). As a result, the system mode requirements for DBVP Phase II changed from those previously submitted in Reference 5. The enclosure to this letter provides a summary of the differences between the scope of DBVP Phase II submitted to NRC in Reference 5 and the scope at the time of program closure.

TVA considers the changes in DBVP Phase II scope to be consistent with the methodology and content described in the DBVP Program Plan previously accepted by the staff (Reference 3).
