BROWNS FERRY NUCLEAR PLANT (TAC NOS.

Generic letter (GL) 92-01, Revision 1,
was issued on March 6, 1992, to obtain the information needed by the NRC to verify that licensees are in compliance with regulatory requirements and prior commitments regarding reactor vessel integrity.
By letters dated July 7, 1992 and December 1,
- 1992, the Tennessee Valley Authority (TVA) responded to GL 92-01, Revision 1, for the Browns Ferry Nuclear Plant (BFN).
The staff has completed its initial review of TVA's responses and has determined that additional information will be needed.
Enclosed is a request for additional information (RAI).
TVA is requested to submit its response to the enclosed RAI within 60 days from receipt of this letter.
The information requested by this letter is within the scope of the overall burden estimated in Generic Letter 92-01, Revision 1.
Furthermore, this action is covered by the Office of Management and Budget Clearance Number 3150-0011, which expires June 30, 1994.

Enclosure Request for Additional Information TVA is requested to provide the NRC staff with the following additional information regarding its responses to the "Required Information" specified by items 2.a.
and 2.b. of Generic Letter (GL) 92-01, Revision 1:
Item 2.a.
The response to GL 92-01 indicated that the initial upper-shelf energy (USE) values for the beltline plates with no measured Charpy USE were derived from four surveillance plates and the Charpy USE of the beltline axial welds were derived from the surveillance electroslag (ES) weld.
A topical
- report, NED0-32205, titled "BWR Owners'roup Topical Report on Upper Shelf Energy Equivalent Margin Analysis" regarding beltline materials with low USE, was submitted by General Electric Corporation on April 30, 1993.
The licensee must either confirm that this topical report will be used as its licensing bases or provide its plant specific approach to demonstrate that all beltline materials that do not have measured USE will meet requirements of Appendix G,
Item 2.b. - The response to GL 92-01 indicated that the initial RT>> values of the beltline axial welds were derived from the surveillance electroslag ES
- weld, and that the chemistry data of the axial welds were derived from three ES welds from Babcock and Wilcox quality assurance records.
Confirm the existence of copper coating for all ES weld wires concerned, and provide initial data (initial RT >>,
and chemistry) for these axial welds or provide data and analysis from EF~welds that were fabricated using the same vendor, fabrication time frame, fabrication process, and material specification to demonstrate that the initial RT, and chemistry values used for axial welds are justified.
Describe the methods that were used to determine the copper and nickel values.
