BROWNS FERRY NUCLEAR PLANT UNIT 2 SAFETY EVALUATION OF REQUESTS FOR RELIEF FROM AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOILER AND PRESSURE VESSEL CODE REQUIREMENTS (TAC NO. H83581)
The Tennessee Valley Authority (TVA) has requested relief from various requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code for the Browns Ferry Nuclear Plant (BFN) Unit 2.
These requests have been reviewed by the NRC staff, and a
summary of each item is provided below.
By letter dated April 8,
- 1993, as supplemented on May 5,
- 1993, TVA requested relief from the Section XI ASHE Code requirements for inservice inspection of control rod drive housing cap screws.
We have determined that fulfilling these Code requirements at BFN Unit 2 is impractical and would result in hardship or unusual difficulties, and we have granted relief from those requirements.
The NRC staff has determined that granting relief, pursuant to 10 CFR 50.55a(a)(3)(ii) and (g)(6)(i), is authorized by law and will not endanger life, property, or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden upon TVA that could result if the ASME Code requirements were imposed on the facility.
By letter dated April 27,
- 1993, as supplemented Hay 12,
- 1993, TVA requested relief from the Section XI ASME Code requirements for performance of a hydrostatic pressure test of the reactor coolant
- system, and proposed an alternate test.
We have determined that fulfillingthese Code requirements at BFN Unit 2 is impractical and would result in hardship or unusual difficulties, and we have granted relief from those requirements.
The NRC staff has determined that granting relief, pursuant to 10 CFR 50.55a(a)(3)(ii) and (g)(6)(i), is authorized by law and will not endanger life, property, or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden upon TVA that could result if the ASME Code requirements were imposed on the facility.
By letter dated Hay 16,
- 1993, as supplemented Hay 21,
- 1993, TVA requested relief from the Section XI ASME Code requirements for removal of bolting in a leaking bolted connection.

However, this relief is granted only until the next BFN Unit 2 refueling outage.
