BROlttNS FERRY NUCLEAR PLANT tBFN) - 'COMPLETION OF COMMITMENTS FOR UNIT 2 CYCLE 6 OUTAGE AND RESPONSE TO RELATED ISSUES As requested by your staff, this letter:
- 1) notifies you of
.the completion of commitments for the Unit 2 Cycle 6 outage,
- 2) advises you of the completion of its inve'stigation of the May 11, 1993 pressurization
- event,
- 3) 'informs you that TVA has responded to the Unresolved Item regarding reactor vessel stress intensities and there are no operability concerns,
- 4) apprises you of-the continuation of compensatory measures for control room habitability.,
- 5) discusses the status of the process computer upgrade, and: 6).reflects the completion of the drywell walkdown for potential sump blockage materials as requested by Bulletin 93-02.-

TVA has completed its commitments for the Unit 2 Cycle 6
outage.
This included long term programmatic improvements, completion of generic issues, and plant improvements.
In some cases, changes in desi;gn or-procedures made during the implementation of the commitment necessitated
- a. departure from the wording of the commitment, as previously submitted to NRC.
For these
- cases, TVA will provide descriptions of how the wording of the commitment closures differs from the wording previously submitted to NRC and how the commitments have been met.
As NRC requested in their letter regarding Unit 2 post-restart Nuclear Performance Plan and NUREG-1232 (Safety Evaluation Report on the Browns Ferry Nuclear Performance Plan) issues (Reference 1),
TVA will also provide notification" of the completion or status of these commitments.
In addition, TVA will also submit notification of the completion of commitments regarding generic issues (e.g.,
NUREG-0737 Item I.D.1 - Control Room Design Review, Generic Letter 89-16 Hardened Netwell Vent, etc.).
A TVA will submit each of the notifications discussed above within 30 days after startup from the current Unit 2 Cycle 6 refueling outage.
Documentation supporting the completion of other Unit 2 Cycle 6 outage commitments is maintained at the BFN site and is available for NRC review.

On May 11, 1993,. BFN experienced a trip of both operating reactor recirculation pumps and a depressurization of the scram pilot air header because of high reactor pressure vessel pressure.
As requested by your staff, TVA is

notifying you that it has completed its Incident Investigation for this event.
Details of the event, root
- cause, and corrective actions will be submitted, as part of a Licensee Event Report, by June 10, 1993.

Stemming from a recent NRC inspection of reactor vessel stress calculations (Reference 2),
an Unresolved Item regarding reactor vessel stress intensities was.
identified.. As informally discussed with your staff, TVA has reviewed each of the staff's issues and has responded to each issue.
TVA has determined that the reactor vessel and components discussed in the Unresolved Item are operable.

On May 20, '1993, the NRC staff verbally informed TVA that it had not. resolved all of the staff',s issues regarding control room habitability.
In response, TVA agreed to maintain the temporary (Unit 2 Cycle 6 operation) compensatory actions for control room habitability until the NRC staff's issues are resolved.
These compensatory actions were originally proposed in Reference 3 and are listed below:
A) providing guidance in the Emergency Plan Implementing Procedures to require the distribution of Potassium Iodide tablets to control room and Technical Support Center personnel once the RADCON manager has reason to believe that a person' projected cumulative 'dose to the thyroid from inhalation of radioactive Iodine might exceed 10 REM, and B) providing guidance in -the Standby Gas Treatment System (SGTS) Operating Instruction to keep all available trains of the SGTS operating during emergency conditions.
5)
TVA has committed (Reference
- 4) to upgrade the plant process computer in response to Generic Letter 83-28, Item 1.2, Post-Trip Review Data and Information Capability (Reference 5).
The upgraded process computer has been installed.
However, it will undergo further testing at power in accordance with the power ascension test program.

- 6) In response to Bulletin 93-02 (Reference 6),
TVA has performed a walkdown of the drywell (i.e., primary containment) and has determined that there are no permanent or temporary fibrous air filters or other sources of fibrous 'material that are not designed to withstand a post-loss of coolant accident (LOCA) environment (Reference 7).
A summary list of commitments contained in this letter is provided as an enclosure.

SUMMARY
